ARINC Engineering Services, LLC has retained its role as technical support provider to USSTRATCOM for the joint planning and management of satellite communications (SATCOM) resources of the U.S. Department of Defense (DOD). Under a follow-on Air Force contract, ARINC will continue support and development work on the Joint Satellite Communications Management and Planning System (JSMPS) and the related Joint Integrated SATCOM Tool (JIST). JSMPS is the hub of a net-centric suite of DOD databases and applications, providing global mission management of SATCOM resources. The JIST tool is intended to manage satellite access for DOD stakeholders through a request and authorization process. JSMPS/JIST is being matured into a web-enabled database and application suite for use by all DOD SATCOM stakeholders. It will also provide a robust and secure environment for collaborative electromagnetic interference (EMI) and radio frequency interference (RFI) detection, tracking, analysis, and mitigation. The mature product is expected to expand on existing capabilities by adding assignment and execution data for all remaining DOD SATCOM systems and data from existing and programmed SATCOM system management and planning applications and databases. This data will be made readily available as an integrated and user-defined operational picture.ARINC's services under the contract are to include technical support; hardware and software installation and integration; database and software development; continued development and deployment of existing JSMPS/JIST tools and capabilities; continued updating and employment of key SATCOM management and planning data; data manipulation and presentation; testing, demonstration, and fielding of developed software systems; and hardware and software sustainment and support activities. The ARINC Engineering Services team in Omaha, Neb., supports USSTRATCOM Headquarters at Offutt Air Force Base with Space and Strategic Operations Services that provide SATCOM software solutions, technical support for Global Positioning System (GPS) operations, and cyberspace systems integration. This follow-on award is for a one-year base, four one-year options, and one additional option period.
