ADELPHI, Md. – U.S. government intelligence experts needed a secure information network with trusted computing to enable U.S. and allied forces to share information to collaborate securely and share information and analytics. They found their solution from ECS Federal LLC in Fairfax, Va.

Officials of the U.S. Army Contracting Command in Adelphi, Md., have announced a $111.1 million five-year contract to ECS Federal to develop and run the Secure Unclassified Network (SUNet) -- an off-Department of Defense Information Network (DODIN) for the Pentagon, U.S. government agencies, and U.S. allies.

The explosion of social media and interactive Internet services has revolutionized global access to information, and fundamentally created a sensor system composed of billions of citizens observing and reporting activities across the globe, Army officials say.

The downside, however, is the Internet and social media like Facebook and Twitter enable potential enemy nations and terrorist groups to plan and coordinate activities.

Essentially, the internet has become a ubiquitous command-and-control (C2) and sensor system that influences how the U.S. and its allies shape public opinion, protect their military forces, attempt to defeat terrorist attacks, and protect their populations from nuclear, chemical, and biological weapons attack, Army experts say.

In response, the U.S. military is establishing the SUNet -- an unclassified network for official use-only by U.S. and allied governments to collaborate securely and share information, data, and analytics across several enclaves. Access to SUNet information also can be restricted based on mission requirements.

ECS Federal experts will manage, develop, enhance, integrate, test, deploy, and maintain the SUNet system infrastructure, as well as develop SUNet enclaves using commercial off-the-shelf (COTS) and government off-the-shelf (GOTS) products.

SUNet will offer new data and collaboration features across U.S. Government and foreign partner communities of interest. ECS Federal will carry out SUNet development work through several different task orders.
