Although I am appreciative of any positive press for the AV-8B Open Systems Core Avionics Requirements (OSCAR) program, an article in the May 1997 issue of Military & Aerospace Electronics failed to emphasize this is a U.S. Marine Corps initiative with funding and support from the AV-8B PMA-257 office and from the Office of the Secretary of Defense

Although I am appreciative of any positive press for the AV-8B Open Systems Core Avionics Requirements (OSCAR) program, an article in the May 1997 issue of Military & Aerospace Electronics failed to emphasize this is a U.S. Marine Corps initiative with funding and support from the AV-8B PMA-257 office and from the Office of the Secretary of Defense

The AV-8B OSCAR team characterizes former Defense Secretary William Perry`s acquisition reform initiative by blending government and industry to successfully achieve technology advances with the economies of the private sector while managing product development to the requirements of the warfighter.

More specifically, the AV-8B OSCAR project is managed by PMA-257 and the software is being written by McDonnell Douglas Aircraft, Alenia, and the AV-8B Joint System Support Activity at the Naval Air Warfare Center, China Lake, Calif.
