ABERDEEN PROVING GROUND, Md., 9 Aug. 2013. U.S. Army electronic warfare experts are reaching out to industry to find companies able to develop future offensive and defensive cyber warfare technologies while operating with top-secret facilities and procedures.

The Army Contracting Command at Aberdeen Proving Ground, Md., on behalf of the Army Project Manager for Electronic Warfare (PM EW), on Wednesday issued a request for information (W15P7T-13-R-C004) for companies able to perform cyber warfare and cyber security work at the top-secret level.

PM EW operates at the top secret/sensitive compartmented information (TS/SCI) classification level, and needs to find companies able to develop future offensive and defensive cyber warfare technologies and systems able to deliver and defend against cyber attacks with capabilities that exploit, deny, or manipulate under these kinds of sensitive conditions, Army researchers say.

PM EW is developing requirements for cyber capabilities and approaches to meeting future strategic and protected cyber needs. This RFI seeks to determine the ability of industry to perform potential requirements at the classification level required.

Capable contractors will require properly accredited TS/SCI facilities, accredited by the Defense Intelligence Agency, with adequate TS/SCI cleared personnel who can manage and support future cyber requirements.

Companies interested should provide a capability statement including, feedback and approaches to meet future strategic and protected cyber needs related to capabilities that deliver and defend against effects with robust and mature capabilities that exploit, deny or manipulate.

PM EW is developing requirements for cyber capabilities and approaches to meeting future strategic and protected cyber needs. Formal solicitation may or may not be issued by the Government as a result of the responses to this RFI.

Contractors interested should provide name of the company, address, phone number, points of contact, CAGE code and DUNS number, and facility accreditation documentation. Capability statements must include descriptions of the contractors current capability, relevant technologies, and recommendations for implementation.

The Army does not require those responding to have TS/SCI facilities or personnel now, but must have proper clearances before the release of any solicitation related to this RFI.

Responses must have one printed copy and two CD ROMs with all material to be submitted. Mail responses to: Attention Contracting Office, Sarah Collier and Jacquelyn Dunne, Room C1-323, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005. Deliveries must be made on week days, and hand delivery is permitted.

The Army must receive all responses no later than 29 Aug. 2013. For questions and concerns phone the Army's Sarah Collier at 443-861-4587. More information is online at https://www.fbo.gov/notices/85695124dd7e72d699ced4d9d9186f20.
