ROME, N.Y. — Air Force information technology experts are looking for private companies to develop systems and software for the U.S. Department of Defense Intelligence Information System (DODISS), as well as for the U.S. intelligence community worldwide.
This project, solicitation number F30602-03-R-0026, will involve systems engineering and technical support for intelligence, functional, operational, and process analysis and engineering to support all U.S. unified military commands, particularly in Korea.
Supervising the project are experts at the Intelligence Exploitation Division's Information Handling Branch at the U.S. Air Force Air Force Research Laboratory Information Directorate in Rome, N.Y.
Technology areas of the project include:
- intelligence, architecture development, and implementation;
- intelligence information and communications technology analysis;
- command and control communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) for the warfighters; and
- design, development, integration, maintenance. and training support.
Work will include:
- systems support;
- analytical support;
- system design;
- engineering;
- engineering management;
- system tradeoff analysis; and
- maintenance and database support.
Software demonstrations, coding, specification development, user familiarizations, and documentation writing are part of the job, as are hardware and software integration, system simulations, Web design, and network development for classified and unclassified systems worldwide.
This will be a 5-year indefinite-delivery, indefinite-quantity (IDIQ) cost plus fixed fee (CPFF) contract worth between $200,000 and $40 million.
The prime contractor and systems integrators selected must have Top Secret SCI security clearances, and must have experience in:
- performance of operational analytical studies;
- concept of operations (CONOPS) analysis;
- Web analysis;
- internet and interlink analysis;
- project management tool development;
- development of software/hardware specification;
- software/hardware integration management
and maintenance;
- execution of project plans for the war fighter in a critical and hazardous theatre;
- support of the Unified Commands to include knowledge of U.S. Forces Korea (USFK)/ Eighth United States Army (EUSA) functions;
- software and hardware trade-offs, including system simulations, development of project plans, specification evolution, and documentation upgrades;
- operation design and systems development; and
- risk and program management.
