The deciding factor in the first Gulf War was the ability of U.S. forces to fight at night. Battles of the future will be dominated by forces that are network-centric, or in other words, connecting all the elements-land, sea, air-into one networked military. The soldier sees what the pilots see and what the sailors see. Achieving this technological advantage will be difficult; military planners are tasked with the technological challenge of quickly distilling information and knowledge from an ocean of data, disseminating this knowledge instantly over secure global networks, and ensuring that every commander at every echelon has precisely the information he needs, when he needs it. The systems that will power this evolution must be based on open architectures to integrate the latest technology and manage the obsolescence and power issues that go along with state-of-the-art electronics.
