U.S. Navy personnel sought a technology firm to engineer, oversee, and support its communications networks. They settled on Engineering Services Network (ESN), a veteran-owned company based in Arlington, Va., that manufactures engineering and technology solutions.

According to the agreement, ESN engineers are responsible for the engineering, logistics, and technical support of government-managed communications systems and networks.

Managers at the Space and Naval Warfare Systems Center in Charleston, S.C., issued ESN a $9.5 million indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee performance-based contract. If all options are exercised, the cumulative value of the contract will reach nearly $70 million over seven years.

ESN engineers will provide evaluative and corrective services for shipboard and shore equipment to identify problems related to system maintainability, reliability, and operability. Further, they will identify equipment performance deficiencies, develop training materials, outline support and maintenance requirements, and define nontraditional maintenance processes to support commercial off-the-shelf (COTS) equipment and systems. The contract work will be split between facilities in Portsmouth, Va., and Charleston, S.C.
