COTS Continuum for Defense Systems


Today’s Defense & Aerospace deployed system development is driven by the DoD’s Defense Acquisition Management System. This formal approach calls out three major decision authority review stages. At the first review stage, Milestone A, the decision is made whether or not to advance the program from the Material Solution Analysis phase to the Technology Development phase. At Milestone B the decision whether to progress from Technology Development to Engineering and Manufacturing Development occurs. And at Milestone C the decision to proceed from Engineering and Manufacturing Development to Production and Deployment takes place. For the PM, each of these phases presents potential risks to the successful conclusion of their system development program in areas such as cost management, scheduling and technology choices.
