Army to compete spare electronic parts job in August for manpack counter IED systems

Officials of the Army Contracting Command New Jersey at Joint Base McGuire-Dix-Lakehurst, N.J., announced Friday they are planning a solicitation to industry for transmitters, receivers, amplifiers, antennas, circuit card assemblies, and signal processors for the Thor III and Baldr counter-IED systems, which are manufactured by Sierra Nevada Corp. in Sparks, Nev.

The two wearable counter-IED systems have high-, medium-, and low-band communications intelligence (COMINT) capability. The Thor III is a wearable radio-controlled improvised explosive device (RCIED) jammer that can defeat several kinds of radio-controlled IEDs simultaneously.

Baldr is a lightweight counter-radio electronic warfare systems (CREW) system designed to enable an individual warfighter to increase survivability against RCIEDs. Baldr and Thor are not acronyms, but are the names of sons of the god Odin in Norse mythology.

Army officials say they will release a request for quote for electronic spare parts for Thor III and Baldr (RFQ W15QKN-13-R-0113) on or about 9 Aug. 2013. Contract award is expected by 17 Sept. 2013.

Army Contracting Command New Jersey officials will release the RFQ on behalf of the Army Project Manager, Counter, Radio-Controlled Improvised Explosive Device (RCIED), Electronic Warfare (PM CREW).

The award will be a three-year, firm fixed price, indefinite delivery/indefinite quantity (ID/IQ) type contract, to include range pricing.
