MCLEAN, Va., 24 August 2005. The U.S. Navy has awarded Northrop Grumman Corp. a contract to provide operations, maintenance, and engineering support for the Navy and U.S. Marine Corps East and West Coast training ranges, enabling standardization of processes and enhancing performance.
The contract is valued at approximately $208 million over five years to Northrop Grumman's Information Technology (IT) sector. This contract combines the East and West Coast tactical training-range programs, which were previously procured separately. Northrop Grumman IT was the incumbent on the East Coast tactical training-range contract, which it held for more than 10 years.
"This contract award allows Northrop Grumman to bring these two training programs into a joint environment, which aligns well with the Department of Defense transformation plan that identified the Joint National Training Capability as a critical initiative," says Gregg Donley, president of Northrop Grumman IT's Technical Services business unit.
As part of the contract, Northrop Grumman will provide a staff of engineers and technicians for operations, maintenance and engineering support of the tactical aircrew combat-training system, and the over-the-horizon global positioning system-based large-area tracking range. The staff will also support electronic warfare, surface range scoring and monitoring systems, range maintenance and unexploded-ordnance disposal, telemetry, communications and range-support services used in training Navy, Marine Corps, U.S. Air Force, and U.S. Army personnel.
The company's personnel operate threat-environment equipment that consists of surface-to-air missile simulators, early warning systems, anti-aircraft artillery simulators and radar jammers, as well as modified command-and-control network and acquisition devices. Northrop Grumman also provides data collection for fleet exercises and operates and maintains stationary and deployed telemetry systems for missile firings.
Northrop Grumman officials say they expect to bring approximately 180 new jobs to the company to support this contract, mostly in Fallon, Nev., and Yuma, Ariz. Work on the contract will be performed in Oceana, Cherry Point and Beaufort, S.C.; Savannah, Ga,; Pine Castle and Key West, Fla.; Fallon, Nev.; Yuma, Ariz.; and Lemoore, Miramar and El Centro, Calif.
Northrop Grumman's Electronic Systems sector will provide engineering support for original equipment manufacturers. Other teammates on the contract include Chugach Development Corp. in Anchorage, Alaska; Arcata Associates, Inc. in Las Vegas; Westech International, Inc. in Fishkill, N.Y.; Expeditionary Technical Solutions, Inc. in Oceanside, Calif.; and Digital Perceptions, Inc. in Minneapolis.
