DHS activates 50-state warning system

FALLS CHURCH, Va., 14 April 2005. Arrowhead Global Solutions, Inc. announced today the successful roll-out of the Critical infrastructure Warning Information Network (CWIN) to all 50 states and the District of Columbia.

The implementation of CWIN's network connectivity to the states by the U.S. Department of Homeland Security (DHS) provides a survivable line of communications for use particularly when the public networks are unavailable.

Operational since 2003, CWIN is the survivable link in the Homeland Security Information Network (HSIN), connecting DHS with the vital sectors that restore the Nation's infrastructure during emergencies; the states' homeland security advisors; and appropriate federal agencies. CWIN has no logical dependency on the Internet or the public switched network, and remains viable under emergency conditions to provide key decision-makers with the ability to direct and manage incident response activities.

"By installing the equipment and establishing connectivity in all 50 State Emergency Operations Centers and the District of Columbia, the nationwide reach of CWIN is complete," said Arrowhead's vice president and CIO, Maj. Gen. H. J. "Mitch" Mitchell, USAF (Ret.). "These sites are now fully operational," he added, "and Arrowhead is proud to play a role in CWIN's successful roll out to all 50 states."

Under contract to DHS, Arrowhead implemented DHS's vision for CWIN as an essential component supporting the protection of homeland security. Planning for contingencies and ensuring the continuity of operations during periods of crisis are a key part of homeland security, and by establishing connectivity to the 50 states and District of Columbia, the CWIN program established a strong foundation for ensuring connectivity between DHS and the states during emergencies.
