DISA awards contracts to five companies for potential half-billion-dollar IT program
FORT MEADE, Md., 17 April 2013. The U.S. Defense Information Systems Agency (DISA) at Fort Meade, Md., chose five companies Tuesday to compete for information technology (IT) enterprise work worth as much as $404.1 million in the U.S. and abroad over the next five years.
The contracts are for the Defense Information Systems Agency Information Technology Enterprise Support Services (DESS) project to provide military IT services and equipment to 8,200 DISA employees in the U.S. and at international locations.
The DESS contractors chosen Tuesday are HighAction LLC in Fairfax, Va.; Soft Tech Consulting Inc. in Chantilly, Va.; Unitech Consulting LLC doing business as Chameleon Integrated Services in St. Louis; and NOVA Corp. in Chambersburg, Pa.
Each company will receive at least $5,000 over the next year, and will compete for DISA IT jobs through October 2018. DISA has earmarked as much as $404.1 million for the five-year program, but does not guarantee the program will last that long.
The agency has structured DESS IT program support as a one-year indefinite-delivery/indefinite-quantity (ID/IQ) contract with four option years and a six-month extension. DISA officials say they expect several IT infrastructure consolidation projects across the DOD over the next five years, and say the DESS program also may support other DOD organizations acquiring IT services over the life of the contract.
The five companies will compete to provide support services to operate, maintain, and modernize DISA's IT enterprise. DISA's internal IT enterprise provides IT services for about 4,200 DISA employees at the 1.1-million-square-foot DISA headquarters building at Fort Meade, and 4,000 DISA employees working over DISA local-area networks at 39 other U.S. and overseas locations.
A major portion of DISA's IT enterprise service work is at the DISA headquarters, but agency support teams handle a significant amount in other locations, DISA officials say. Government workers manage the DISA IT enterprise, and contractors handle helpdesk and network monitoring and reporting.
DISA's global IT enterprise network is composed of data, voice, and video equipment, including more than 550 physical and virtual servers on three classification levels. The agency also uses about nine software tool suites to monitor its worldwide status.
The DISA IT enterprise provides network access to databases and applications for more than 8,200 DISA users worldwide.
