Backsliding on single process initiative

Experts at the Aerospace Industries Association in Washington note that DOD agencies have been slow in implementing the single process initiative launched last year to move away from military specifications and, in some cases, agency leaders considered companies proposing the single process initiative as non-responsive to solicitations. The initiative, which allows companies to share manufacturing and management processes for DOD work with their commercial sectors, was envisioned as an interim step toward the long-range goal of a more commercially oriented performance-based business environment . - J.R.
