General Dynamics to continue development of massive Army networking-on-the-move project

The Army Contracting Command at Aberdeen Proving Ground, Md., has announced plans to negotiate a sole-source contract with General Dynamics C4 Systems for continued engineering and manufacturing development (EMD) for the third increment of the Warfighter Information Network-Tactical (WIN-T) system.

The Army Contracting Command is handling contract negotiations with General Dynamics on behalf of the Army Project Manager Warfighter Information Network-Tactical (PM WIN-T) at Aberdeen Proving Ground.

WIN-T enables battle command on the move by keeping fast-moving and dispersed forces connected to one another and to the Army's global information network. The system provides essential voice, video, and data services to help commanders make quick decisions from anywhere on the battlefield.

General Dynamics C4 Systems is the prime contractor for the Army's $10 billion WIN-T program. On the General Dynamics WIN-T team are Lockheed Martin, BAE Systems, Harris Corp., L-3 Communications, and Cisco Systems.

The General Dynamics WIN-T team has been helping the Army field WIN-T equipment and capability incrementally since 2008 in a series of increments. The current EMD contract being negotiated involves WIN-T Increment 3.

The third increment of WIN-T will provide mobile, flexible, dynamic, and tactical networking capability for highly dispersed forces over a non-contiguous area. The third increment introduces aerial tier enhancing network capacity and reliability, and supports network planning and execution while on the move.

WIN-T Increment 3 will support full network planning and execution while on-the-move for maneuver, fires and aviation brigades. Introducing the WIN-T air tier helps create a three-tiered system that involves traditional line-of-sight communications, airborne communications nodes using unmanned aerial vehicles (UAVs) and manned aircraft, as well as satellite communications (SATCOM).

WIN-T Increment 3 also introduces embedded Joint Command, Control, Communications, Computers, Intelligence, Surveillance (JC4ISR) radios into the system.

For this phase of WIN-T development, General Dynamics will work on network and transmission engineering, logistics, software development, support, and testing.
