Lockheed Martin wins $14.6 million Navy submarine EW engineering contract

WASHINGTON - Lockheed Martin Corp. in Syracuse, N.Y., has received a $14.6 million U.S. Navy contract modification for engineering support of electronic warfare systems aboard new-construction and in-service submarines.

The Department of Defense (DoD) announced the cost-plus-incentive-fee modification, awarded under delivery order N00024-25-F-6260 against an indefinite-delivery/indefinite-quantity contract supporting the Navy's AN/BLQ-10 submarine electronic warfare system. Work will be performed in Syracuse and is expected to be completed by February 2027.

The AN/BLQ-10 is an electronic-support-measures system that enables submarines to detect, classify, locate, and identify radio-frequency (RF) signals from radar and communications systems. The system processes signals collected through submarine masts and provides threat-warning and electronic-warfare information to submarine crews.

RF interceptions

The system is not simply an RF receiver. Its processing architecture is intended to turn intercepted RF energy into information that can help submarine crews understand activity in the electromagnetic environment. The Navy's Director, Operational Test and Evaluation has described the system's mission as providing threat-warning information to help submarines avoid counter-detection and collisions, as well as supporting intelligence, surveillance and reconnaissance missions.

Lockheed Martin describes the current AN/BLQ-10(V) as a modular, open-architecture system that provides electronic support measures to detect, identify and locate RF signals. The company says the system is modernized through a Technical Insertion/Advanced Processing Build process that introduces hardware and software improvements.

That incremental approach has been a feature of the program for years. DOT&E documentation describes Technical Insertions as hardware and software updates that have included commercial off-the-shelf processors and displays, improvements to radar signal processing, collection-process upgrades, and communications acquisition and direction-finding improvements.

Contract background

The current Lockheed Martin contract vehicle, awarded in 2025, supports engineering, technical support, and production activities associated with the Navy's submarine AN/BLQ-10 electronic warfare system and has a potential value of approximately $1.36 billion, including options. The Navy awarded Lockheed Martin a separate delivery order worth up to $44.6 million in July for production material supporting the Technical Insertion-26 modernization effort.

The latest modification does not identify the specific engineering activities or technologies being supported, so the Navy's announcement does not establish that the $14.6 million effort represents a particular processor, RF subsystem, software upgrade, or other technology insertion.

The Navy is obligating $11.08 million in fiscal 2026 other procurement funds, $2.05 million in fiscal 2025 other procurement funds, $883,412 in fiscal 2024 other procurement funds, and $561,003 in fiscal 2026 research, development, test and evaluation funds on the modification. Of the total amount, $883,412 will expire at the end of the current fiscal year.

Naval Sea Systems Command in Washington is the contracting activity.
