Lockheed Martin receives $44.6 million Navy order for submarine EW modernization

The AN/BLQ-10 helps Virginia-, Los Angeles-, and Seawolf-class fast-attack submarines, Ohio-class conventional guided-missile submarines, and future Columbia-class ballistic-missile submarines to detect enemy radar and communications.

WASHINGTON - Lockheed Martin Corp. in Syracuse, N.Y., has received a U.S. Navy delivery order worth up to $44.64 million to provide production material supporting Technical Insertion-26 (TI-26) modernization of the AN/BLQ-10 submarine electronic warfare system.

The Naval Sea Systems Command awarded the cost-plus-incentive-fee undefinitized delivery order (N00024-26-F-6261) under previously awarded indefinite-delivery/indefinite-quantity contract N00024-25-D-6211. The parent contract supports engineering and technical support, production, and modernization activities for the Navy’s AN/BLQ-10 Electronic Warfare System.

The AN/BLQ-10 helps Virginia-, Los Angeles-, and Seawolf-class fast-attack submarines, Ohio-class conventional guided-missile submarines, and future Columbia-class ballistic-missile submarines to detect enemy radar and communications.

The AN/BLQ-10 provides submarine electronic support measures capabilities to detect, identify, and locate radio-frequency signals, providing crews with electronic warfare support and situational awareness. Lockheed Martin has served as the AN/BLQ-10 system integrator through production, fielding, and sustainment activities.

The Navy uses Technical Insertions and Advanced Processing Builds as part of the AN/BLQ-10 modernization process to introduce hardware and software improvements through an open architecture approach. The N00024-25-D-6211 contract vehicle includes support for TI-26, TI-28, and TI-30 modernization efforts.

The original IDIQ contract was awarded to Lockheed Martin Rotary and Mission Systems in 2025 with a potential value of approximately $1.36 billion, including options, for engineering, technical support, and production activities associated with the submarine AN/BLQ-10 electronic warfare system.

Navy fiscal 2025 and fiscal 2026 shipbuilding and conversion and other procurement funds totaling $22.32 million will be obligated at the time of award.

Work under the latest delivery order will be performed in Syracuse, N.Y. (97%); La Mesa, Mexico (2%); and Orlando, Fla. (1%), and is expected to be completed by July 2029.
