NIWC Pacific seeks industry support for command-and-control software modernization

Statement of work calls for software engineering, AI integration, DevSecOps support, and cloud-native command-and-control development for PMW 150 programs.

SAN DIEGO - The Naval Information Warfare Center Pacific (NIWC Pacific) is seeking industry support for a software engineering effort focused on command-and-control experimentation, modernization, integration, and testing activities supporting Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) Program Management Warfare (PMW) 150.

According to the statement of work, the effort supports the development, integration, testing, validation, and transition of command-and-control software capabilities for use across naval, joint, and coalition operational environments.

NIWC Pacific is seeking contractors with expertise in software engineering, systems integration, test and evaluation, cybersecurity, and software sustainment. The work includes supporting command-and-control capabilities used by carrier strike groups, expeditionary strike groups, Marine Corps units, joint force elements, coalition partners, tactical fleet command centers, and maritime operations centers.

Digital future

The statement of work places significant emphasis on artificial intelligence (AI), machine learning, operations research, advanced analytics, and data-driven decision-support technologies. Industry partners may be required to develop, integrate, and test software applications designed to improve situational awareness and support operational decision-making.

The Navy is also seeking capabilities involving cloud-native software development, including microservices architectures, containerized applications, Kubernetes orchestration, service mesh technologies, and DevSecOps development pipelines.

The scope includes support for several existing and emerging command-and-control applications, including the Rapid Asset Pairing Tool (RAPT), Warfighting Capability Tool (WarCaT), True Numbers analytics environment, Battlespace Integrated Graphics Styler (BIGS), Natural-language Ontologies for Visualization and Analytics (NOVA), Altering Current-state to an Effective Desired-state (ACED), and Advanced Correlator-Navy (ACOR-N).

The statement of work also identifies large language models, generative AI, natural language processing, automated data ingestion, predictive analytics, and human-machine teaming technologies as areas of interest. Contractors may support the evaluation, development, integration, and testing of these capabilities within command-and-control environments.

Additional requirements include software factory support, cybersecurity assessment activities, application integration within service mesh architectures, containerized software deployment, and delivery through DevSecOps pipelines.

Contractors may also support AEGIS Combat System software development and integration activities, Maritime Tactical Command and Control (MTC2) modernization efforts, coalition interoperability initiatives, experimentation events, fleet exercises, and hardware-in-the-loop test environments associated with Consolidated Afloat Networks and Enterprise Services (CANES).

The effort is intended to support experimentation, software development, integration, testing, and modernization of Navy command-and-control capabilities across multiple operational environments.
