Army researchers launch industry and academia alliance to promote network cyber security

RESEARCH TRIANGLE PARK, N.C., 22 March 2013. U.S. Army researchers are putting together a consortium of industry and academia focused on solving difficult cyber security problems as they relate to Army tactical networks.

The Army Contracting Command at Aberdeen Proving Ground, Md., has released a program announcement (W911NF13R0004) for the Cyber Security Collaborative Research Alliance to help counter the growing number and sophistication of attacks on military Army networks.

The command released the announcement on behalf of the Army Research Laboratory in Research Triangle Park, N.C., which has established an enterprise approach to cyber security that blends Army internal research with initiatives in industry and academia.

Cyber Security Collaborative Research Alliance will consist of colleges, companies, and government researchers working together to develop a fundamental understanding of cyber phenomena -- including aspects of human attackers, cyber defenders, and end users.

Army researchers plan to award a cooperative agreement to a consortium of academic, industrial and non-profit organizations to pursue cyber security technologies relative to Army networks. The consortium must be led by an academic institution charged with spearheading the focused basic research program.

Army researchers will chose members of the consortium in a two-stage process involving white papers and full proposals. Email white papers describing why an organization should be part of the consortium and what the organization has to offer no later than 26 April 2013, which is next Tuesday.

Those submitting promising white papers will be invited to submit formal proposals. Full proposals from invited Offerors are due 19 July 2013, with an award expected in September 2013.
