CHANTILLY, Va. - The National Reconnaissance Office (NRO) has awarded Radar Commercial Augmentation (RCA) contracts to Capella Space Corp., ICEYE US Inc., and Umbra Lab Inc., expanding the agency’s use of commercial synthetic aperture radar (SAR) capabilities to support intelligence analysis, global monitoring, disaster response, humanitarian assistance, and other government missions.
Managed by the NRO’s Commercial Systems Program Office, the RCA program provides access to commercial SAR imagery and related services designed to complement national systems. The effort is intended to increase the resilience and responsiveness of the NRO’s overhead architecture by integrating commercial radar capabilities alongside government-owned assets.
The awards follow the NRO’s Commercial Radar Capabilities (CRC) effort, which began in January 2022 to evaluate commercial SAR providers through modeling, simulation, and on-orbit demonstrations. The successful performance of companies participating in those studies made them eligible for RCA contracts, representing the next phase in the NRO’s effort to operationalize and expand access to commercial radar capabilities.

A SAR-y approach
Unlike electro-optical imaging systems that depend on reflected light and can be affected by cloud cover and darkness, SAR sensors use radar signals to collect imagery through clouds, at night, and under other challenging conditions. Those characteristics make commercial radar capabilities valuable for missions requiring additional collection opportunities across a wide range of environments.
The NRO selected three commercial SAR providers rather than relying on a single source, providing access to multiple commercial constellations and supporting a more flexible sensing architecture. The multi-provider approach also allows government users to leverage different commercial systems and services as mission requirements evolve.
Trio of companies
The three companies selected under RCA previously participated in the NRO’s commercial radar evaluation activities and have supplied commercial SAR capabilities to government customers.
ICEYE US said its RCA contract will provide commercial SAR imagery tasking, archive imagery, imagery-derived products, and development efforts supporting the U.S. intelligence community, DoD, and authorized government users. The company said its satellites support rapid tasking-to-delivery timelines, with collection capabilities ranging from wide-area imaging to high-resolution SAR imagery.
Umbra said its award builds on four years of work supporting the NRO’s Commercial Systems Program Office. The company said it has delivered more than 100,000 images over areas of interest worldwide and will continue providing high-resolution radar imagery with rapid revisit and low-latency tasking under the RCA program.

Capella, now operating as an IonQ company, said its RCA contract will provide commercial SAR imagery and data services supporting operational awareness, mission planning, and data-driven decision-making for national security users.
The awards highlight the growing role of commercial space technologies in government sensing architectures. As commercial satellite constellations continue to expand in capability, government agencies are increasingly integrating commercial systems with national assets to improve flexibility, resilience, and access to data.
For military and aerospace systems developers, the RCA program demonstrates the evolving engineering challenge of building interoperable sensing networks that combine commercial and government capabilities. The focus is moving beyond individual spacecraft performance toward the integration of distributed systems capable of delivering timely, reliable information across multiple mission areas.
